Egyptian National Data Center (ENDC)

In 1999 Egyptian National Data Center (ENDC) was established by a decision from the Egyptian government  as a center of excellence and hosted by the National Research Institute of Astronomy and Geophysics (NRIAG)

Treaty Articles related to the National Authority

Article III. Paragraph 4:

• In order to fulfill its obligations under the Treaty, each State Party shall designate or set up a National Authority and shall so inform the Organization upon entry into force of the Treaty for it.
• The National Authority shall serve as the national focal point for liaison with the Organization and other States Parties.

  Article IV. Paragraph 18:

• Each State Party shall cooperate with the International Data  Centre through its National Authority

 

The states party to the treaty are represented
by a national body representing the focal point of contact with the International Data Center

Giving the technical advice to National Authority

Article IV. Paragraph A3:

• Each State Party undertakes … to cooperate, through its National Authority … with the Organization and with other States Parties to facilitate the verification of compliance with this Treaty by, inter alia:
• (a) Establishing the necessary facilities to participate in these verification measures and establishing the necessary communication;
• (b) Providing data obtained from national stations that are part of the International Monitoring System;
• (c ) Participating, as appropriate, in a consultation and clarification process;
• (d) Participating, as appropriate, in confidence-building measures.

• Advise the National Authority by:
  – Verifying the nature of the events and the compliance with the Treaty
  – Reviewing proposed technical changes to the verification system
  –  Providing technical advice to the representatives in the Executive Council
• Use IMS data and IDC products as needed to assist the verification efforts
• Provide scientific expertise to the technical subsidiary organs (Scientific Advisory Board, Working groups of scientific experts)
• Act as an interface for the cooperation between national institutions and international institutions with similar interests to national scientific organizations and civil applications of the verification technologies
• Responsible for the proper use of IMS data and IDC products (confidentiality policy)
• Provide information on chemical explosions (mining blasts and areas) to the IDC on a voluntary basis (confidence-building measures).

:يجب أن تتعاون هذه الهيئة مع المنظمة والدول الأطراف الأخرى لتيسير عملية التحقق وذلك عن طريق

إنشاء المرافق الضرورية للمشاركة في تدابير التحقق وإقامة الاتصالات اللازمة *

توفير البيانات التي تم الحصول عليها من المحطات الوطنية  والتي هي جزء من نظام الرصد الدولي *

المشاركة عند الإقتضاء في عملية التشاور والتوضيح *

المشاركة في تدابير بناء الثقة *

: تقديم المشورة للهيئة الوطنية والتنسيق مع الجهات الوطنية المختلفة من خلال

التحقق من طبيعة الأحداث مع الإمتثال للمعاهدة *

 مراجعة التغييرات الفنية المقترحة بنظام التحقق *

 تقديم المشورة الفنية لممثلينا في المجلس التنفيذي *

استخدام بيانات نظام الرصد الدولي ومنتجات المركز الدولى للبيانات عند الحاجة لمساعدة جهود التحقق *

(توفير الخبرات العلمية للهيئات الفرعية التقنية (المجلس الاستشاري العلمي، مجموعات عمل من الخبراء العلميين *

 مثل المراكز الوطنية واجهة للتعاون بين المؤسسات الوطنية والمؤسسات الدولية التي لها اهتمامات علمية مماثلة و بخاصة التطبيقات المدنية  لتكنولوجيات التحقق

تكون المراكز الوطنية مسؤلة عن الإستخدام الأمثل لبيانات نظام الرصد الدولي ومنتجات المركز الدولي البيانات *

تقديم معلومات عن التفجيرات الكيميائية (الإنفجارات الخاصة بالتعدين ومواقعها) للمركز الدولى للبيانات  بشكل طوعي–تدابير بناء الثقة *
